Turzai Demands Answers from DPW, Invites Department Secretary to Testify at Public Hearing
Rep. Mike Turzai (R-Allegheny) released the following statement regarding a second invitation he sent to Department of Public Welfare Secretary Estelle Richman to testify in front of the House Republican Policy Committee to explain certain Department of Public Welfare (DPW) expenditures and policies:
“Recent press accounts on the potential fraud and mismanagement within the Department of Public Welfare are deeply concerning but not a surprise. The newest issues concern the department’s administration of 1.) the Low Income Home Energy Assistance Program (LIHEAP) and 2.) the Title IV-E foster program. These concerns are similar to those unearthed during our House Republican Policy Committee hearings.
“Everyone knows DPW spending has skyrocketed.  Why is that? Are DPW funds being mismanaged? Wasted? Fraudulently taken? These DPW monies – federal and state – are paid for by hard-working taxpayers and the department has a fiduciary duty to account for them. We need to make sure that DPW funds are being used for those who truly need assistance.
“The House Republican Policy Committee has asked Secretary Richman again to discuss Welfare expenditures and policies, as well as the need for necessary welfare fraud measures. We look forward to hearing from Secretary Richman with respect to: 
  • The department’s history with respect to federal welfare to work requirements;
  • The department’s welfare fraud measures;
  • The use of federal Title IV-E money for foster care;
  • The department’s administration of LIHEAP; and
  • The department’s performance with respect to personal care home inspections.”
